1. Who operates this website
The VLRC website and Telegram Mini App are operated under the VL Research & Consulting (VLRC) brand in Chișinău, Republic of Moldova. Privacy enquiries and requests may be sent to officialconsult.vl@gmail.com.
2. Applicable framework
As of the date of this notice, personal data processing in the Republic of Moldova is governed principally by Law No. 133/2011 on Personal Data Protection. Law No. 195/2024 is scheduled to enter into force on 23 August 2026. VLRC intends to apply the requirements in force at the relevant time and, where applicable, the EU General Data Protection Regulation for individuals in the European Economic Area.
3. Data we may process
We may process identification and contact details you voluntarily provide, such as name, email address, company, role, consultation topic and message. Technical data may include IP address, browser type, device information, access time, requested pages and security logs. Telegram may provide basic profile information to the Mini App only through Telegram’s interface and subject to Telegram’s settings.
4. Purposes and legal grounds
Data may be used to respond to enquiries, arrange consultations, manage prospective or existing professional relationships, protect the website and users, comply with legal obligations, establish or defend legal claims and improve site performance. Depending on the context, processing is based on consent, steps requested before entering into a contract, performance of a contract, legal obligation or legitimate interests that do not override your rights.
5. Contact form and email
The current consultation form prepares an email in your own email application. The website does not store the form contents on a VLRC database. Your email provider and the recipient email service process the message under their own terms.
6. Recipients and service providers
Data may be processed by hosting, email, security, analytics or professional service providers strictly as needed. The site is hosted through Cloudflare Pages and may be accessed through Telegram. These providers may process technical information in accordance with their own privacy notices and applicable transfer safeguards.
7. International transfers
Some technology providers may process data outside Moldova. Where required, VLRC will use lawful transfer mechanisms and proportionate safeguards. Do not send sensitive or confidential information through an unsecured channel unless a secure method has been agreed.
8. Retention
Enquiries are retained only as long as reasonably necessary to respond, evaluate an engagement, maintain records, comply with legal obligations or protect legitimate interests. Security logs may be retained for a limited period appropriate to threat detection and investigation.
9. Your rights
Subject to applicable law, you may request information and access, correction, updating, deletion or restriction, object to certain processing, withdraw consent for future processing and complain to the National Center for Personal Data Protection of the Republic of Moldova. Requests may require identity verification.
10. Security and children
Reasonable technical and organisational measures are used, but no internet transmission is completely secure. This website is intended for business users and is not directed to children.

This notice may be updated when the law, services or data practices change. The date above identifies the current version.
